Two situations, one page. If you don't have your Meta Ads account yet, create it first and it stays yours. If you already have it, jump straight to inviting your agency. Pick your situation below.
Golden rule: always log in with your existing personal Facebook account. A real, established profile is how Meta knows you're a real person. Never create a fresh Facebook account for this. Meta ads run from a "Business Portfolio" (you might hear it called Business Manager). It's free, and it hangs off your normal Facebook profile, so nobody at your agency ever needs your Facebook password.

Use your actual trading name, your name, and a business email you check. Facebook sends a confirmation email, so click the link in it.

Name it after your business. Set your local time zone and currency. These can't be changed later, so double-check them.
Click to enlargeAdd a payment method
Settings → Billing & payments → add your card. Ads won't run without it, and keeping billing on your card means you always control spend.
